Legislators are scrambling to find new sources of revenue in the current economic crisis, but this bill faces a steep uphill climb. A similar proposal to tax porn by 25% fizzled and died away soon after it was introduced several months ago. Many law scholars warn against taxing specific areas of expression because it impinges on freedome of speech; targeted taxation can be tantamount to censorship.
Plus, the thriving adult industry would likely leave the state of California for greener pastures if a bill like this passed. So any revenue earned from a porn tax would likely be off-set by the damage done to the xxx industry and job market as a whole.
