I don’t think he should have gotten a prison sentence for this (which will probably lead to him getting raped in prison, and two wrongs don’t make a right.)
I think he should have been ordered into counseling to find out what’s behind this behavior. (No pun intended). The guy needs help, and he’s not going to get it in prison. Meanwhile, if allowed his liberty while obtaining counseling, the only potential danger would be to other people’s dogs.
